1. The Foundation — Why Document Preparation Determines Your Licensing Timeline
Document preparation is the single most underestimated phase of UAE dental licensing. Most dentists focus on exam preparation while treating document submission as an administrative afterthought. This is a mistake. Incomplete, expired, or incorrectly formatted documents are the primary cause of application delays — often extending the licensing timeline from weeks to months.
Not sure which authority covers your target emirate?
Start with the UAE licensing authorities guide before collecting your application documents.
All three UAE health authorities — DHA (Dubai Health Authority), MOH (Ministry of Health and Prevention), and DOH (Department of Health Abu Dhabi) — require a standard set of core documents. However, each authority has specific variations in format, validity periods, and additional requirements. Understanding these differences before you begin will save you significant time and prevent rejected applications.
The document submission process follows a standard sequence across all authorities:
- Document collection: Gather all required documents in their original form
- Translation (if applicable): Have non-English/Arabic documents translated by an MOJ-approved legal translator
- Scanning: Create high-quality colour scans of all documents (PDF format, clear and legible)
- Portal upload: Submit documents through the authority's designated portal (Sheryan for DHA, MOHAP portal for MOH, TAMM for DOH)
- DataFlow verification: The authority initiates Primary Source Verification through DataFlow Group
- Review and approval: The authority reviews verified documents and issues eligibility
2. Core Document Checklist — Required by All Three Authorities
The following documents are mandatory for DHA, MOH, and DOH applications. Missing any of these will result in an incomplete application.
| Document Type | Specifications | Validity / Age Limit |
|---|---|---|
| Passport copy | Minimum 6–8 months validity from application date; colour scan of biodata page | Valid throughout process |
| Passport-sized photograph | Recent (within 6 months); white background; colour; professional appearance | Within 6 months |
| BDS/DDS/DMD degree certificate | From WHO/FAIMER directory or authority-approved institution | No expiry; must be verifiable |
| Academic transcripts/mark sheets | Complete record of all years/semesters | No expiry |
| Internship completion certificate | Proof of 12-month mandatory internship post-graduation | No expiry |
| Experience certificate(s) | Signed and stamped by Medical Director/HR; includes appointment date, leaving date, post held | Must cover minimum 2 years post-internship |
| Home country dental licence | Valid, current licence from country of graduation or last employment | Must be active |
| Good Standing Certificate (GSC) | Issued by medical council/association from country of last employment | Must be ≤6 months old |
| Curriculum Vitae (CV) | Detailed; English or Arabic; includes dates, positions, responsibilities | Current |
| DataFlow PSV report | Primary Source Verification of all credentials | Generally valid 2 years |

Critical Document Rule — The 6-Month Validity Trap
The Good Standing Certificate is valid for exactly six months from its date of issue. A certificate issued on 1 January is valid only until 30 June. On 1 July, it expires. You cannot use an expired GSC. Plan your application timeline so your GSC remains valid throughout the DataFlow verification process, which typically takes 3–8 weeks.
3. DHA (Dubai Health Authority) — Complete Document Requirements
DHA processes applications through the Sheryan portal. The document requirements vary slightly depending on your licence title: Intern Dentist, Resident Dentist, General Dentist, Specialist Dentist, or Consultant Dentist.
Eligibility prerequisites for General Dentist:
- Recognised dental degree (BDS, DMD, DDS, or equivalent)
- Degree must be accredited by the country of issue; UAE graduates require MOE/NQC accreditation
- Completion of 12-month internship
- 2 years of practice post-internship for non-UAE nationals
Complete DHA document checklist for General Dentist:
- Valid passport copy: Clear colour scan of biodata page; must be valid for at least 6 months
- Recent passport-sized photograph: White background; professional appearance
- Updated CV / resume: Detailed professional history

- Only medical institutions listed in the WHO/FAIMER directory or approved by DHA are accepted
- Telehealth, cosmetic-only, or part-time experience is generally not accepted
- Qualifications attestation by UAE embassy and/or Ministry of Foreign Affairs is NOT required

- There should not be a gap in professional practice for more than three years
- Candidates should have an accredited certificate from their origin country
- Blacklisted candidates are prohibited from applying
- Service completion duration is typically 5 working days
MOH vs DHA Document Differences
DHA does NOT require qualification attestation by UAE embassy.
MOH may require it depending on your country of qualification.
DHA requires 2 years experience post-internship; MOH also requires 2 years.
DHA has a stricter 2-year clinical gap rule; MOH allows up to 3 years gap.
Both require Good Standing Certificate with 6-month validity.

5. DOH (Department of Health Abu Dhabi) — Complete Document Requirements
DOH processes applications through the TAMM portal. The authority was formerly known as HAAD. All document submission occurs via TAMM after creating a UAE Pass account.
Eligibility prerequisites for General Dentist:
- BDS or equivalent from a recognised university
- Five-year full-time degree
- One year internship/house job after graduation (not counted as experience)
- At least 2 years clinical experience in a licensed dental facility; experience should be continuous
- Should have a home country licence
Complete DOH document checklist for General Dentist:
- Passport copy: Must be valid for at least 6 months
- UAE residency visa copy: If applicable
- Emirates ID copy: If applicable
- Primary degree certificate and transcripts:
- Postgraduate qualifications: If applicable
- Good Standing Certificate: From country, state, or province of origin, as well as licence from country of current and previous practice (not applicable for UAE nationals)

- Specialist eligibility: For specialists — BDS or equivalent plus dental specialty degree (MDS, MSc, Board Certificate); minimum 3 years post-specialisation experience; specialty programme must be minimum 3 years full-time and recognised in PQR
DOH-specific guidelines:
- Experience is calculated from the date of issuance of the professional licence in the country in which the profession is practised
- Experience letters should be signed and stamped by the facility
- DOH may accept experience if you have completed at least 23–24 months, but you must complete the full 2 years by the time the licence is issued
- Consultants not currently practising in a Western, European Union, or North American country must provide evidence of current licensure and Certificate of Good Standing from the appropriate licensing authority

6. The Good Standing Certificate — The Most Time-Sensitive Document
The Good Standing Certificate (GSC) is arguably the most critical document in your application — and the one that causes the most rejections. The GSC is a mandatory requirement for all three authorities to verify the professional and ethical status of the healthcare professional.
Key requirements:
- Issued by the medical council, association, or licensing authority in your country of last employment
- Must be valid and not older than six months from the date of issue
- Should mention the status of the healthcare professional applying for licensure
- Must attest that the applicant has no criminal or medical violations
How to obtain a Good Standing Certificate:
Healthcare professionals can obtain this certificate from the health regulatory or licensing authority which oversees healthcare professionals in their native country of practice. For example, if you are a doctor, you will be required to contact the doctor's regulatory authority in your country.
DHA GSC application (if already licensed under DHA):
- Login to your DHA Sheryan account
- Choose "Request for Good Standing Certificate" from dashboard
- Upload required documents and pay the application fee (approximately AED 510)
- Processing takes about 5 to 7 working days
Critical warning: Some authorities are strict about the six-month validity. A GSC that is six months and one day old will be rejected. Plan your application timeline so your GSC remains valid throughout the entire DataFlow verification process, which can take 3–8 weeks.
Three attempts rule — track your attempts carefully
Understand how shared attempts work before you reach the exam scheduling stage.
7. Document Translation and Legalisation — Mandatory for Non-English Documents
All documents that are not in English or Arabic must undergo legal translation before submission. This is a strict requirement across all three authorities.
Translation requirements:
- All certificates other than those in English must be legally translated; the original certificates must be uploaded along with the English translation
- Translation must be completed by a Ministry of Justice (MOJ)-approved legal translator
- The translated document must carry an official MOJ stamp and signature to be valid for submission to DHA, DOH, and MOHAP
- Non-Arabic/English documents require a legal translation of the non-Arabic/English document
Documents that commonly require translation:
- Medical degrees and specialty certificates
- Academic transcripts
- Good Standing Certificates
- Experience certificates and internship proofs
- Professional licences
Document legalisation:
For MOH and DOH, depending on your country of qualification, you may also require document attestation by:
- The Ministry of Foreign Affairs in your home country
- The UAE embassy in your home country
- The UAE Ministry of Foreign Affairs
DHA does NOT require qualifications attestation by the UAE embassy and/or Ministry of Foreign Affairs.
Translation Checklist — Do This Before You Upload
- Identify all non-English/non-Arabic documents
- Find an MOJ-approved legal translator
- Submit original documents for translation
- Receive translated documents with MOJ stamp and signature
- Scan both original and translated documents together
- Upload both versions to the authority portal
8. DataFlow Primary Source Verification — The Mandatory Credential Check
DataFlow Primary Source Verification (PSV) is mandatory for all three UAE authorities. DataFlow contacts your educational institutions and employers directly to verify the authenticity of your documents.
What documents are verified by DataFlow:
- Educational degrees: Certificates and transcripts from accredited institutions
- Professional licences: Any previous or current professional licences, especially those from outside the UAE
- Work experience certificates: Letters or certificates from past employers confirming relevant work experience
- Passport and identification: A copy of a valid passport to verify identity and citizenship
DataFlow process for each authority:
- DHA: After submitting documents through Sheryan, you are directed to DataFlow Group for PSV. Processing typically takes 2–6 weeks.
- MOH: After uploading documents through MOHAP portal, DataFlow verification is initiated. Once completed, an Eligibility ID is issued for exam scheduling.
- DOH: After TAMM application submission, DataFlow process is automatically linked. Once PSV is completed, exam eligibility is issued on TAMM portal.
DataFlow costs (approximate):
- Basic Verification Package: $100 to $150, covering essential documents like educational degrees
- Additional document fees: $20 to $40 for each extra document, such as licences or work certificates
- Expedited processing fees: Additional fee for faster processing
DataFlow validity:
DataFlow verification is generally valid for two years. If your previous DataFlow report is still valid, you may be able to transfer it between authorities. DataFlow reports issued to DHA from October 2017 onwards transfer free between authorities; older reports cost AED 105 to transfer; reports from other authorities cost AED 315 to transfer.

9. Experience Letter Specifications — What Must Be Included
Your experience certificate is one of the most scrutinised documents. Incomplete or improperly formatted experience letters are a leading cause of application rejection.
Required elements for all experience letters:
- Letterhead of the employing institution
- Official stamp of the institution
- Signature of the Medical Director or Human Resources Department
- Date of appointment
- Date of leaving (or "to present" if currently employed)
- Post held / job title
- Full-time or part-time status
- Description of clinical duties performed
What DHA specifically requires:
- Experience letter(s) signed and stamped by the Medical Director or Human Resource Department
- Self-employed experience is NOT accepted unless you were licensed and registered with proof
- Only medical institutions listed in the WHO/FAIMER directory or approved by DHA are accepted
- Telehealth, cosmetic-only, or part-time experience is generally not accepted
Experience requirements by authority:
- DHA: 2 years of practice post-internship for non-UAE nationals
- MOH: 2 years of clinical experience after internship
- DOH: At least 2 years clinical experience in a licensed dental facility; experience should be continuous
Experience calculation:
Experience is calculated from the date of issuance of the professional licence in the country in which the profession is practised. This means the clock starts when you received your licence, not when you graduated.
Clinical gap rule — affects your eligibility
Review how practice gaps affect document acceptance and licensing eligibility.
10. Additional Documents for Specialist Dentists
If you are applying as a specialist dentist rather than a general dentist, you will need additional documents.
For DHA Specialist Dentist:
- All documents listed for General Dentist
- Specialty certificate recognised by DHA
- Proof of clinical experience post-specialisation
- Surgical logbooks for surgical specialties
Specialist eligibility for DHA requires a recognised specialty qualification (Tier 1, 2, or 3). Non-UAE nationals usually require 3 years post-qualification for Tier 3 specialties.
For MOH Specialist Dentist:
- BDS or equivalent
- Additional dental specialty degree (MDS, MSc, Board Certificate)
- Minimum 3 years post-specialisation experience in the field
- Specialty programme must be minimum 3 years full-time and recognised in PQR
For DOH Specialist Dentist:
- BDS or equivalent
- Dental specialty degree (MDS, MSc, Board Certificate)
- Minimum 3 years post-specialisation experience
- Surgical logbook for surgical dental specialties
For Consultant Dentist (DHA):
- All documents listed for Specialist Dentist
- Extensive post-specialty experience: Tier 1 — 2 years; Tier 2 — 5 years
- Evidence of leadership/management roles
- Research publications (if required)
- Surgical logbooks (for surgical specialties)
- Letters of recommendation from senior consultants and hospital management

11. Common Document Mistakes That Delay Applications
1. Expired Good Standing Certificate
The GSC must be less than six months old. Even a single day past six months results in rejection. Request a fresh GSC well before your application.
2. Passport validity insufficient
Your passport must be valid for at least 6 months at the time of application. Some authorities require 8 months. Renew your passport before starting the application process if necessary.
3. Unstamped or unsigned experience certificates
Experience letters without an official stamp and signature will be rejected. Ensure every letter is properly stamped and signed by an authorised person (Medical Director or HR).
4. Missing experience dates
Experience certificates must include both the date of appointment and the date of leaving. "To present" is acceptable for current employment, but you must provide a leaving date for past positions.
5. Incorrect photograph specifications
Photographs must have a white background and be recent. Selfies, edited photos, or photos with coloured backgrounds will be rejected.
6. Untranslated non-English documents
All non-English and non-Arabic documents require legal translation by an MOJ-approved translator. Machine translations or translations by unapproved translators are not accepted.
7. Clinical practice gap exceeding limits
Non-UAE nationals cannot apply if the clinical practice gap exceeds 5 years. UAE nationals have a 10-year gap allowance. Smaller gaps require CPD or training catch-up proof.
8. Experience from non-WHO/FAIMER listed institutions
DHA specifically requires that medical institutions be listed in the WHO/FAIMER directory or approved by DHA. Experience from unrecognised institutions may not be accepted.
9. Self-employed experience without proof of licence
DHA does not accept self-employed experience unless you were licensed and registered with proof. Sole proprietorship without an official facility licence may be rejected.
10. Missing DataFlow report for previous applications
If you have previously completed DataFlow verification for another authority, you must provide unprotected copies of all previous DataFlow reports.
